Abstract
Dünya da Küreselleşme sürecinin özellikle 1980’li yıllarda hız kazanması sonucunda refah devleti anlayışının zayıfladığı görülmektedir. Türkiye küreselleşme sürecine eşlik etmiş ve refah devleti anlayışından uzaklaşmıştır. 1980’li yıllarda ekonomi politikalarının yeniden şekillendirilmesi sonucu neoliberal politikalar ve serbest piyasa ekonomisi hâkim olmuştur. Devletin rol ve görevleri düzenleyici ve denetleyici olarak belirlenmiştir. Çalışma da refah devleti kavramı, sınıflandırması ve tarihsel gelişimi incelenerek, Türkiye’de refah durumu bazı veriler ele alınarak değerlendirilmektedir. Çalışma ile Türkiye’de özellikle Covıd 19 pandemisinin etkili olduğu dönemde teşvik ve önlem paketlerinin uygulamaya konulduğu görülmektedir. Çalışma da Covıd 19 pandemi döneminde refah devleti uygulamalarının arttırılması gerekliliği sonucuna varılmıştır.

Abstract
As a result of the acceleration of the globalization process in the world, especially in the 1980s it is seen that the understanding of welfare state is weakened. Turkey has accompanied the process of globalization and has moved away from the understanding of a welfare state. Neoliberal policies and free market economy prevailed as a result of the reshaping of economic policies in the 1980s. The roles and duties of the state are determined as regulatory and supervisory. In the study, by examining concept of welfare state, classification and historical development, The welfare situation in Turkey is evaluated by considering some data. With the study, it is seen that incentive and precaution packages have been put into practice in Turkey, especially during the Covid 19 pandemic period. The study have been reached that the need to increase welfare state practices during the Covid 19 pandemic period.
