Abstract
Dünyada 1980’li yıllardan sonra ivmesini artıran küreselleşme, bilgi toplumu ve risk toplumu gibi konular, kamu yönetimlerinin ve bürokratik teşkilatın daha kaliteli ve rekabetçi örgütlenebilmesi için performans kavramını ortaya çıkarmaktadır. Nitekim performansa önem veren bireyler ve örgütler, bu aşamadan güçlenerek çıkacaktır. Bu çalışmada, bürokrasinin yeniden yapılandırılmasında ve denetlenmesinde performans esaslı bütçe ve stratejik plan sisteminin yeri ve değeri üzerinde durulmak istenmektedir. Bunun için kamu performans yönetimi sistemi de açıklanmıştır. Çağımızda performansa dayalı sistem, örgütler açısından geleceğe uzanabilmek ve ayakta kalabilme için zorunlu görünmektedir. Çalışmanın yöntemi, literatür taramasına dayalı betimsel bir analizdir.

Abstract
Issues such as globalization, information society and risk society, which gained momentum in the world after the 1980s, reveal the concept of performance in order to organize better quality and competitiveness of public administrations and bureaucratic organization. As a matter of fact, individuals and organizations that attach importance to performance will emerge from this stage stronger. In this study, it is desired to focus on the place and value of the performance-based budget and strategic plan system in the restructuring and supervision of the bureaucracy. For this, the public performance management system is also explained. In our age, the performance-based system seems to be necessary for organizations to reach the future and survive. The method of the study is a descriptive analysis based on literature review.
