Abstract
Yerel ekonomik kalkınmanın sağlanaması için yapılan uygulamaların temel amacı elde bulunan kaynakların etkin ve verimli kullanılmasıdır. Ülkeler stratejik yerel kalkınma politikalarıyla birlikte ekonomik kalkınmada sürdürülebilirliği sağlayabilirler. Uygulanan yöntemler birimden bütüne doğru kalkınmayı hedeflediği için bu aşamada yapılacak olan plan ve programların küresel ölçeğe uygun olması hayati önem taşımaktadır. Sürdürülebilir yerel kalkınmanın temel amacı mikro ölçekte her birimin ihtiyaçlarına cevap vererek makro ölçekte de bu durumun devamlılığının sağlanmasıdır. Mikro bazda uygulamaların daha etkin kontrol edilebilmesi için bazı temel araçlar kullanılmaktadır. Bunlardan en yaygın olanları bölgesel kalkınma ajansları, kent ekonomisi formu, KOSGEB, sürdürülebilir şehirler, sıfır atık, İŞGEM, sivil toplum kuruluşları, kooperatifler, kümeler ve kent konseyleridir. Çalışmada bu uygulamalar incelenmiş ve mikro temelli sürdürülebilir yerel kalkınmanın yapılan uygulamalar kapsamında güçlü ve zayıf yönleri tespit edilmiştir. Yapılan analiz sonrasında mikro temelli sürdürülebilir yerel kalkınmanın özellikle kırsal kesimin ekonomiye katılımına ve yeni girişimcilerin teşvik edilmesinde büyük destekler sağladığı ortaya çıkmıştır. Ancak finansal desteklerin kısıtlı olması ve teknolojinin henüz istenilen seviyede kullanılamaması mikro temelli sürdürülebilir yerel kalkınma hızını yavaşlatmaktadır.

Abstract
The fundamental goal of the initiatives to promote local economic development is to make the best use of the available resources. Strategic local development strategies can help countries achieve economic development sustainability. Because the methods used seek to go from the unit to the whole, it is critical that the plans and programs developed at this level are consistent with the global scale. The primary goal of sustainable local development is to fulfill the demands of each unit on a micro scale while ensuring the continuity of this scenario on a macro scale. Some fundamental tools are utilized to more effectively regulate applications on a micro scale. Regional development agencies, urban economy forms, KOSGEB, sustainable cities, zero waste, İŞGEM, non-governmental organizations, cooperatives, clusters and city councils are the most frequent. These applications were explored in the study, and the benefits and shortcomings of micro-based sustainable local development were identified. Following the investigation, it was shown that micro-based sustainable local development provides significant assistance, particularly for the engagement of rural regions in the economy and the encouragement of new entrepreneurs. However, a lack of financial resources and an inability to employ technology at the appropriate level are limiting the rate of micro-based sustainable local development.
