İLKOKULLARDA UYGULANAN MESLEKİ ÇALIŞMA (SEMİNER) PROGRAMLARININ ÖĞRETMENLER TARAFINDAN DEĞERLENDİRİLMESİ

Abstract
Hizmet içi eğitim bireylere hizmetleri süresince gerek zaman içerisinde değişen toplum, hizmet gereği ya da algı ve anlayışların benimsenmesi gerekse mesleki anlamda çalışanları daha donanımlı hale getirmek üzere verilen eğitimlerdir. Millî Eğitim Bakanlığı, öğretmenlerine çeşitli yollarla hizmet içi eğitimler vermekte olup bunlardan başlıcaları mesleki çalışmalardır. Bu çalışma Millî Eğitim Bakanlığına bağlı ilkokullarda eğitim öğretim yılı başı, sonu ve ara tatiller kapsamında uygulanan Mesleki Çalışma (seminer) programlarının işlevselliğinin ilkokullarda görev yapan öğretmenler tarafından değerlendirilmesi, değerlendirmeler ışığında problemlerin tespit edilmesi ve bu problemlere yönelik öneriler sunmayı amaçlamaktadır. Bu amaç çerçevesinde araştırmada Çorum İlinde MEB’e bağlı ilkokullarda çalışmakta olan 11 öğretmen ile yarı yapılandırılmış görüşmeler gerçekleştirilmiş, mesleki çalışmalar ile ilgili görüş ve önerileri alınmıştır. Nitel araştırma desenlerinden fenomenoloji (olgu bilim) deseninde yürütülen çalışmada veriler betimsel analiz yöntemi ile analiz edilmiştir. Araştırma sonuçlarına göre katılımcıların çoğunun mesleki çalışmaların beklenen amaçlara ulaşamadığına inandığı görülmekte, eğitimlerin uzmanlar tarafından verilmesi, içeriğin geliştirilmesi ve branşlar bazında kategorize edilmesi, sosyal faaliyetlerin artırılması, sürecin değerlendirilmesi, zümreler arası etkileşimin artırılması ve planlamaların mahalli yapılması önerilmektedir.

Abstract
In-service training is the training given to individuals during their service by the employer. These trainings can be given over time to adopt changing society, service or perception and understanding. It can also be aimed at making individuals more professionally equipped. The Ministry of National Education provides teachers with in-service training in various ways, with vocational studies at the beginning. This study aims to evaluate the functionality of the Vocational Work (seminar) programs implemented within the scope of the beginning, end and mid-term holidays in the primary schools affiliated to the Ministry of National Education by the teachers working in the primary schools, to identify the problems in the light of the evaluations and to offer suggestions for these problems. Within the framework of this purpose, semi-structured interviews were conducted with 11 teachers working in primary schools affiliated to the Ministry of National Education in Çorum Province, and their opinions and suggestions about vocational studies were received. In the study carried out in the phenomenology design, one of the qualitative research designs, the data were analyzed with the descriptive analysis method. According to the results of the research, it is seen that most of the participants believe that the vocational studies do not reach the expected purposes, it is suggested that the trainings should be given by experts, the content should be developed and categorized on the basis of branches, the social activities should be increased, the process should be evaluated, the interaction between the groups should be increased and the planning should be done locally.
