Sesli Teknolojilerin Görme Engellilerin Öğrenme ve Öğretme Süreçlerine Dair İhtiyaçları Bakımından Yeterliliğinin İncelenmesi

Abstract
Bu makalede, 1980-li yıllardan buyana ülkemizde yaşayan görme engelli bireylerin kullandıkları sesli araç gereçlerin öğrenme süreçleri bakımından evrimi üzerinde durulmuştur. Bu doğrultuda, bilgi çağının gerektirdiği donanımı elde etmede, sosyal hayat ve mesleki süreçlere aktif katılım bakımından görme engelli bireyin kullandığı bu donanımların ihtiyaca cevap vermedeki yeterliliğinin incelenmesi esas alınmıştır. Kasetçalarların kullanıldığı 1980li yıllardan bilgisayarın aktif biçimde kullanılmaya başlandığı 2000-li yıllara değin, sesli teknolojilerin eğitim ve öğretim süreçlerini destekleme bakımından görme engellilerin bilgiye erişim ve öğrenme süreçlerine çok ciddi bir katkı sağladığına dikkat çekilmiştir. Kaynak tarama modeline dayalı olarak yürütülen araştırmada, bu alandaki eksikliklerin giderilmesi bakımından en etkili yollardan birinin doğrudan görme engelli bireyin görüş ve düşüncelerinin öncelenmesi olduğu önemsenmiştir. Bu yaklaşımın onlar için geliştirilmesi muhtemel araç gereçlerin tasarımlanmasında etkili bir yol olacağı düşünülmüştür. Yapılan değerlendirmeler sonucunda, her mesleğin görme engelli bireyler açısından kendine özgü güçlükleri olduğu var sayılarak, görme engellilerin hizmetine sunulması hedeflenen teknolojilerin de bu doğrultuda tasarımlanmasının önemli olduğu sonucuna varılmıştır. Bilginin ve bilgiye erişimin herkes için çağdaş bir hak olduğu gözetilerek, görme engellilerin sosyal hayata intibakı ve öğrenme süreçleri ile ilgili sorunlarının yenilikçi yaklaşımlarla tartışılması eğitimin çağdaşlığına önemli bir katkı olacağı düşünülmüştür. Ayrıca ülkemizde belirli meslek dallarında kendilerini kanıtlamış ve toplumsal farkındalık kültürüne hizmet ettiği var sayılan rol model entelektüel görme engellilerin, hukukçu, teknoloji uzmanı, ve akademisyenlerin inisiyatif sahibi olarak özel eğitim açısından geliştirilen proje ve uygulamalarda doğrudan söz sahibi olmalarının önemli bir değer yaratacağı düşünülmüştür.

In thıs article, it is emphasized the evolution of the audio equipment used by the visually impaired individuals since the 1980s, living in our country regarding learning and teaching processes.
In this direction, it has planned to be examined the adequacy of these equipment used by the visually impaired individual providing them active participation to the social life and professional processes as a result of the requiring of the information age which is obtained experiences with this equipments. From the first times of 1980s, when cassette players were used, to the beginning of 2000s, when the computer began to be used actively, it was known that audio technologies made a significant contribution to the access and learning processes of the visually impaired as its support to their education and training processes. conducted based on the literature review model, this research was considered important that one of the most effective ways to eliminate the deficiencies in this area is to prioritize the views and thoughts of the visually impaired individual. It was thought that this approach would be an effective way of designing the tools that are likely to be developed for them. As a result of doing assessments, it was concluded that it is important to design the technologies that are aimed to be offered to the service of the visually impaired, assuming that each profession has its own difficulties for The visually impaired. İt is Considered that knowledge and access to information are a modern right for everyone. It is thought that discussing the problems of the visually impaired people's adaptation to social life and learning processes with innovative approaches will make an important contribution to the modernity of education.
In addition, it is thought that it will create an important value if the role model intellectuals, lawyers, technologists, and academics who have proven themselves in certain professions in our country and are assumed to serve the culture of social awareness, have a direct say in the projects and practices developed in terms of special education as the initiative.
