Abstract
Dünyada yaşanan küreselleşme, teknolojik gelişmeler ve kamu yönetiminin ağır işlemesi nedeniyle idarenin vatandaşıyla iyi ilişkiler kurması için yeni yöntemlere ihtiyaç duyulmaktadır. Kamu yönetimi alanında insan haklarına riayet edilmesi, vatandaşların iş ve işlemlerin kolaylaştırılması, vatandaşların idarenin kararlarından olumsuz etkilenmemesi, yasaların tam uygulanması gibi durumların denetlenmesi önemli bir husustur. Demokratik toplumlarda hukuk ilkesinin işletilmesi ve insan haklarının tam anlamıyla uygulanması vazgeçilmez niteliklerdir. Demokratik yönetimlerde denetimleri sağlayacak yeni mekanizma kamu denetçiliği (ombudsman) kurumu olarak kabul edilmektedir.
Ombudsman vatandaşın şikayetlerini dinleme, idarenin yanlış karar ve uygulamalarından vatandaşın olumsuz etkilenmesini önleme, kamu yönetiminde vatandaşa verdiği değeri gösterme, devlet-vatandaş ilişkilerini olumlu yönde ilerletme gibi görevleri üstlenir. Bu görevlerini yerine getirirken siyasi iktidardan bağımsız hareket eder ve hukukun üstülüğü ilkesini temel alır. Hükümetin kararlarını, kamu kurumlarının uygulamalarını, yolsuzlukla mücadele, devlet kaynaklarının verimli kullanılması, kişi hak ve özgürlüklerinin ihlali gibi konularda araştırma ve inceleme yapar. Ombudsmanlığa duyulan gereksinim arttıkça ombudsmanlığın görev alanlarının ayrılması öngörülmüştür. Böylece günümüzde bir çok ombudsmanlık türleri oluşturulmuştur. Çocukların erken yaşta çalıştırılması, çocuk haklarının ihlal edilmesi, çocukların ihmal ve istismara uğraması, yeterli ve dengeli beslenme imkanlarına ulaşamama, sağlık hizmetlerine erişememe, eşit ve ücretsiz eğitime sahip olamama gibi sorunların artması çocuk ombudsmanlık türünün doğmasını sağlamıştır.
Günümüzde çocuklara yönelik şiddet, taciz ile çocuk hakları ihlali olayları her geçen gün arttığı görülmektedir. Ülkemizde de çocuk haklarının ihlal edildiği olaylar yaşanmaktadır. Dolayısıyla çocukların haklarını koruyan, şiddet, taciz vb. olumsuz durumlarda çocuğun yüksek yararını savunan ve çocuklara hak ettikleri muamelenin yapılmasını sağlayacak tarafsız ve adil bir kurumun olması gerekmektedir. Böyle bir zamanda ombudsmanlığın bir türü olan çocuk ombudsmanlığına ihtiyaç duyulmaktadır.
Bu çalışmada Türkiye’ de çocuk ombudsmanlığının neden gerekli olduğunu, nasıl ve ne şekilde işleyeceğine yönelik bir değerlendirme yapılmış ve çocuk ombudsmanlığının önemine değinilmiştir.

Abstract
New methods are needed for the administration to establish good relations with its citizens due to the globalization experienced in the world, technological developments and the slow functioning of the public administration. Observing human rights in the field of public administration, facilitating the work and transactions of citizens, ensuring that citizens are not adversely affected by the decisions of the administration, and monitoring the full implementation of the laws are important issues. The operation of the principle of law and the full implementation of human rights are indispensable qualities in democratic societies. The new mechanism that will provide audits in democratic administrations is accepted as the ombudsman institution.
The Ombudsman undertakes duties such as listening to the complaints of the citizens, preventing the citizens from being adversely affected by the wrong decisions and practices of the administration, showing the value they attach to the citizens in the public administration, and advancing the state-citizen relations in a positive way. While performing these duties, it acts independently from the political power and is based on the principle of the rule of law. It conducts research and analysis on the decisions of the government, the practices of public institutions, the fight against corruption, the efficient use of state resources, and the violation of individual rights and freedoms. As the need for the ombudsman increases, it is envisaged that the duties of the ombudsman will be separated. Thus, many types of ombudsman have been created today. The increase in problems such as employing children at an early age, violation of children's rights, neglect and abuse of children, inability to access adequate and balanced nutrition opportunities, inability to access health services, and not having equal and free education have led to the emergence of the child ombudsman type.
Violence, abuse and violations of children's rights against children are increasing day by day. There are also incidents in our country where children's rights are violated. Therefore, violence, harassment, etc. that protects the rights of children. In adverse situations, there should be an impartial and fair institution that defends the best interests of the child and ensures that children are treated as they deserve. At such a time, a child ombudsman, a type of ombudsman, is needed.
In this study, an evaluation has been made about why the child ombudsman is necessary, how and how it will work in Turkey, and the importance of the child ombudsman is mentioned.
