Abstract
ÖZET Türkiye’de ceza ve tevkif evlerinde cezalarını bitirdikten sonra topluma dönen kişilerin karşı karşıya kaldıkları en önemli sorun; yaşamlarını devam ettirecek bir iş bulabilme ve topluma uyum sürecinde karşılaştıkları sorundur. İşyurtları kurumu bahsedilen sorunu cezanın çekildiği dönemde önlemek ve bireyi topluma uyumlu hale getirmeye yardımcı olmaktır. Bu çalışmanın temel amacı işyurtlarının bu işlevini ne kadar yerine getirdiğini ortaya koymaktır. Çalışma esnasında İşyurtları kurumunun 2010-2019 yılları arası faaliyet raporları, Türkiye İstatistik kurumu haber bültenleri ve yasal düzenlemeler incelenmiştir. Yapılan çalışma sonrasında işyurtlarının yürüttüğü faaliyetler ve ulaştığı hükümlü sayısının bu amaca yeterince hizmet etmediği görülmüştür. Buna neden olan sorunlar personel, mali yapı ve faaliyet konuları başlıkları altında toplanmıştır. Bu başlıklar altında yer alan sorunların çözülmesinin kurumun amaçlarının gerçekleşmesinde önemli katkılar sağlayacağı düşünülmektedir.

Abstract
The most important problem faced by the ex-convicts who are returning to society after they have fulfilled their serving period in prisons and detention centers in Turkey is finding a job and getting integrated into society. Workshops in prisons and detention centers are aiming to prevent this problem in the period of punishment and to ensure that the individual become suitable to participate in the society. The main purpose of this research is to reveal how much workshops in prisons and in detention centers are fulfilling this function. The annual activity reports of these workshops in Turkey between the years 2010 and 2019, the statistical newsletters of the Turkish Statistical Institute (TurkStat) and legal regulations are being examined during the research. In conclusion to the research, it is being observed that the activities carried out by the mentioned workshops and the number of convicts utilized from the services are not serving to the mentioned purpose sufficiently. The problems causing these results have been summarized under the headings of personnel deficit, financial structure problems and activity problems. It is being envisaged that the elimination of the mentioned problems will make significant contributions to the realization of the goals of these institutions.
