Abstract
Bireyin yaşamını devam ettirebilmesi için güvenliğinin sağlanması zaruri bir ihtiyaçtır. Devletlerin de kendi bünyelerinde güvenliğini sağlamaları yaşamsal faaliyetleri için gereklidir. Ancak istihbaratsız güvenlik mümkün olmamaktadır. Bu çalışmada, Soğuk Savaş sonrası oluşan belirsizlikler ve 11 Eylül saldırılarının oluşturduğu yeni tehdit konseptine karşı, yeni güvenlik politikalarının geliştirilmesi ve bu bağlamda istihbaratın da çağın ihtiyaçlarına göre teorik ve sonra da pratikte dönüşümü nasıl sağlaması gerekliliği amaçlanmıştır. II. Dünya Savaşı dönemlerine kadar muharebe alanları ve düşman ilişkileri ile sınırlı olan istihbarat faaliyetleri, savaş yılları ile beraber bütünleşerek, stratejik istihbarat olgusu ortaya çıkmış ve bu 21. yüzyılın yeni güvenlik politikaları bağlamında incelenmiştir. Çalışma Soğuk Savaş öncesi güvenlik algısı ile Soğuk Savaş sonrası güvenlik kavramlarının karşılaştırılmaları yapılarak, dünyada oluşan yeni güvenlik konseptinden sonraki dönemden başlayarak, daha önce yöntemsel olarak hiç karşılaşılmayan sosyal hesaplarla desteklenen Arap Baharı ve Gezi Olayları ile sınırlandırılmıştır. 21.yüzyılda devletlerin bekasını tayin eden istihbarat faaliyetlerinin yanında uzun vadeli büyük stratejileri nasıl geliştirileceği ortaya konularak, stratejik istihbarat faaliyetlerinin gerçekleştirilme yöntemleri belirlenmiştir. Bu çalışmada, stratejik istihbaratın günümüzde kazanmış olduğu anlam ve önem çerçevesinde, ülke güvenliğinin iç ve dış boyutlarıyla nasıl sağlandığı ortaya konulmuş, ayrıca çalışmada stratejik istihbaratın ABD örneği incelenmiştir. 21. yüzyılda devletlerin güvenliklerini sağlamada ihtiyaçlar doğrultusunda yeni güvenlik politikalarını ortaya koymaları ve istihbaratı da bu bağlamda revize etmeleri, ayrıca devletlerin sürekliliği için de gelecekte oluşabilecek risk, tehdit ve fırsatlara karşı stratejik istihbaratın önemi ifade edilmiştir. Betimsel tarama yapılarak hazırlanan bu çalışmada; güvenlik politikaları yeni boyut kazanmış olmakta, istihbaratın multidisipliner yönü ile ele alınması ve yapılan analizler neticesinde meydana getirilen sonuç ile karar alma süreçlerinde önemini ortaya koymak için literatüre katkı sağlamak amacıyla hazırlanmıştır.

Abstract
Ensuring the safety of the individual is an essential necessity in order to survive. It is also necessary for states to ensure their safety within their own structures. However, security without intelligence is not possible. In this study, it was aimed to develop new security policies against the uncertainties that occurred after the Cold War and the new threat concept created by the September 11 attacks, and in this context, how the intelligence should provide a theoretical and then practical transformation according to the needs of the age. II. The intelligence activities, which were limited to battlefields and enemy relations until World War era, integrated with the war years, the phenomenon of strategic intelligence has emerged and this has been examined in the context of the new security policies of the 21st century. It was limited to the Arab Spring and Gezi Events, supported by social accounts that were never met before, starting from the period after the new security concept that occurred in the world.In addition to the intelligence activities that determine the survivability of the states in the 21st century, it is necessary to develop long-term big strategies. The lifetimes of the states lacking strategic activities are also limited historically. In this study, it is shown to provide the security of the country with the internal and external dimensions within the frame of the meaning and importance that strategic intelligence has gained in the 21st century. In addition, the US example of strategic intelligence is examined. In addition to the intelligence activities that determine the survivability of the states in the 21st century, how to develop long-term big strategies were determined and the methods of realization of strategic intelligence activities were determined. In this study, how the strategic intelligence is provided with the internal and external dimensions of the country's security within the meaning and importance gained today, also the USA example of the strategic intelligence is examined. In the 21st century, the importance of strategic intelligence against the future risks, threats and opportunities for states to put forward new security policies in line with the needs in ensuring their security and to revise the intelligence in this context, as well as the continuity of the states. In this study prepared by making a descriptive scan; Security policies have gained a new dimension, they are prepared to contribute to the literature in order to reveal the importance of intelligence in the decision-making processes with the multidisciplinary aspects of the intelligence and the results obtained as a result of the analysis.
