Abstract
Devletlerin oluşmasında, teşkilatlanmasında, bir güç haline gelmesinde jandarma teşkilatı önemli bir yere sahiptir. Bu nedenle dünyada yaşanan gelişmeler ile birlikte devletler güç dengelerini korumu için jandarma eğitimine de önem vermektedir. Bu gelişmeler karşısında ülkemizde de jandarma teşkilatındaki eğitim sisteminde ıslah ve düzenleme çalışmaları bir süreklilik arz etmektedir. Bu çalışmanın odağında jandarma teşkilatının 1933 tarihinde yaptığı çalışmalar ve sonuçları hakkında bilgi veren rapor yer almaktadır. Literatür çerçevesinde jandarmanın talim ve terbiyesi hakkında hususlar ve bu hususların dayandığı kaynaklar birlikte değerlendirilmiştir. Böylelikle raporda verilen bilgiler ile Türkiye Cumhuriyeti Devletinde jandarma teşkilatının 1933 tarihine kadar geçirmiş olduğu gelişmeler araştırılmaktadır.

Abstract
Gendarmerie has an important place in the formation, organization, and power of states. Therefore, along with the developments in the world States also attach importance to gendarmerie training to maintain their balance of power.
