Bu çalışmanın temel amacı Türkiye ile Rusya arasındaki ilişkilerin niteliğini ve seviyesini Suriye perspektifinden incelemektir. Çalışmada seçilen vakalar 8 Aralık 2024 tarihi yani Beşar Esad yönetiminin devrildiği tarih itibariyle sonlandırılmıştır. Örnek olay yönteminin kullanıldığı çalışmada Türkiye-Rusya ilişkilerinin tarihsel ve güncel dinamikleri ortaya konulmuştur. Bu doğrultuda, Soğuk Savaş döneminden 2024 yılına kadar uzanan süreçte Bağdat Paktı, 1957 Suriye Buhranı, uçak krizi, Andrey Karlov suikastı ve İdlib saldırısı gibi ihtilaflı dönüm noktaları ile Astana Süreci, Soçi Mutabakatı, Akkuyu Nükleer Santrali ve S-400 tedariki gibi işbirliği alanları bütüncül bir yaklaşımla ele alınmıştır. Çalışmanın sonucunda, Türkiye-Rusya ilişkilerinin ne tarihsel güvensizlikler ve çıkar çatışmaları sebebiyle tam bir stratejik ortaklık ne de yaşanan ağır krizlere rağmen ilişkilerin kopmayıp esnek mekanizmalarla yönetilebilmesi nedeniyle yüzeysel bir taktiksel iş birliği olarak tanımlanabileceği ortaya konulmuştur. Çalışma iki ülke arasındaki ilişkiyi “Kirpi İkilemi” metaforuyla özetlemektedir. İki aktör, uluslararası sistemin getirdiği soğuk koşullarda donmamak için birbirine yaklaşmakta, ancak yapısal ve bölgesel uyuşmazlıkların oluşturduğu dikenler nedeniyle mesafeyi korumak zorunda kalmaktadır.
The main objective of this study is to examine the nature and level of relations between Turkey and Russia from a Syrian perspective. The case studies selected for this study are concluded as of December 8, 2024, the date of the overthrow of the Bashar al-Assad regime. Using a case study method, the study reveals the historical and current dynamics of Turkey-Russia relations. Accordingly, a holistic approach is taken to examine the period from the Cold War to 2024, including controversial turning points such as the Baghdad Pact, the 1957 Syrian Crisis, the aircraft crisis, the assassination of Andrey Karlov, and the Idlib attack, as well as areas of cooperation such as the Astana Process, the Sochi Agreement, the Akkuyu Nuclear Power Plant, and the S-400 procurement. The study concludes that Turkey-Russia relations can be defined neither as a full strategic partnership due to historical mistrust and conflicts of interest, nor as a superficial tactical cooperation, given that relations have not been severed despite severe crises and have been managed through flexible mechanisms. The study summarizes the relationship between the two countries using the metaphor of the "Hedgehog Dilemma." The two actors are drawing closer to avoid freezing in the cold conditions imposed by the international system, but are forced to maintain their distance due to the thorns created by structural and regional disagreements.
